Past evaluations of the civilian space program in the US have largely focused on whether it was on track to achieve specific goals: build the space station, send people to Mars, etc. What hasn’t received enough attention, at least according to a new report issued by the National Academies of Science, is whether those goals make any real sense in the first place. 

The report concludes that the space program has suffered from our inability to identify those projects that fit best with our larger priorities as a nation.
